charge to the available allotted funds on the
Military Works Loan representing the War Department
share and leave the Colonial contribution to be duly
recovered in amual instalments as they accrue through
the Secretary of State for the Colonies under whose
security for them the War Department will run no risk
of ultimate loss, as he commands at all times an
official majority in the Colonial Government.
10.
It will appear that should this course be
approved the Barracks will be finished years earlier
than they otherwise would be, while the final adjust-
ment of accounts between the War Department and the
Colony will be deferred till the end of the 10 years
allowed by the agreement between the respective
Secretaries of State.
11. I would observe that a considerable incident-
al advantage in the above proposals is this that
when the successive items are paid for in the first
instance by the W.D. we shall be enabled to obtain all
stores as usual through the I.G.F. This is the case
of those items paid for by the Colony we are at present
debarred from doing. By demanding them from the W.D.
Contractor we shall obtain them quicker, cheaper, and
of the regulation pattern.
